Remember the Main Events and News in the Infrastructure/Construction Sector in 2024
We begin our retrospective, with the values released by ABDIB, which revealed that in 2024, Brazil recorded a historic record of public and private investments in infrastructure, totaling R$ 259.3 million , the highest value since 2010. Furthermore, according to CBIC , the construction sector recorded significant growth of 4.1% in 2024 , driven by infrastructure, housing and public works projects.
Below, we will detail some of the main investments and events that marked this year of major projects in the country.
🌟 Infrastructure Highlights
The Growth Acceleration Program (PAC) was resumed, foreseeing investments of R$1.6 trillion by 2033, with R$1.06 trillion from the private sector.
Regional Distribution of Infrastructure Investments (Roads and Railways):
➡️ North Region:
- Pará: Completion of the paving of BR-163, facilitating the flow of agricultural production.
- Rondônia: Construction of the international bridge over the Mamoré River, on BR-425, strengthening the connection with Bolivia.
➡️ Northeast Region:
- Bahia: Duplication of BR-101, improving the connection between Salvador and the south of the state.
- Pernambuco: Expansion of the Port of Suape, increasing export capacity.
➡️ Midwest Region:
- Mato Grosso: Continuation of works on BR-163, essential for agribusiness.
- Goiás: Duplication of BR-060, improving access to Brasília.
➡️ Southeast Region:
- São Paulo: Expansion of the Rodoanel, facilitating traffic in the metropolis.
- Minas Gerais: Improvements on BR-381, known as the “Rodovia of Death”, aiming to reduce accidents.
➡️ Southern Region:
- Paraná: Investments in BR-277, the main connection with the Port of Paranaguá. Furthermore, Paraná stood out with R$4 billion invested in works such as the Contorno Sul de Curitiba and improvements on PR-317.
- Rio Grande do Sul: Completion of the duplication of BR-116, between Porto Alegre and Pelotas.
🚚 Highways: Concessions in Focus
In 2024, the road concessions sector in Brazil had a record year, with several important auctions. 12 road concession auctions were held , the largest number ever recorded in a single year by the Ministry of Transport. We highlight that the Rota da Celulose concession, in Mato Grosso do Sul, was structured with expected investments of R$6 billion and operational expenses of R$3 billion over 30 years.
Main Auctions : Among the most notable auctions are BR-381/MG, BR-040/GO/MG (Rota dos Cristais), BR-262/MG (Rota do Zebu), and the Paraná highway lots (Lot 3 and Lot 6).
🚙 Conclusions of Important Infrastructure Projects
See below a selection of the most representative deliveries made throughout this year.
➡️ Greater Florianópolis Road Contour (SC): Completion of 50 km of double lanes, benefiting 1.1 million people and improving mobility in the region.
➡️ Scharlau Viaduct Complex (RS): Solution to the biggest logistical bottleneck in the state, with new loops and widening of access lanes.
➡️ Cristalina Urban Crossing (GO): Duplication of BR-050, benefiting 60 thousand people and facilitating the flow of agricultural production.
➡️ Paving of BR-226/MA: Asphalting of 100 km between Baú and Timon, awaited for 50 years, benefiting 327 thousand people.
➡️ Urban Crossing of Itapuã do Oeste (RO): Restructuring of BR-364, improving safety and traffic flow.
➡️ Trevão Road Complex in Monte Alegre de Minas (MG): Improvements on BR-365 and BR-153, benefiting 20 thousand inhabitants and 25 thousand daily users.
🚄 Railways: Strategic Expansion
The railway sector received a historic boost, the PAC allocated R$94.2 billion to projects such as the West-East Integration Railway (FIOL). And private investments reached R$170 billion in new tracks covering 19 states.
⚡ Energy
Enel increased its investments by 61.4% , reaching US$4.6 billion for the modernization of electrical networks. Solar projects, such as the Sol do Cerrado Complex, have gained relevance in the energy scenario.
⛏ Mining
The mineral sector consolidated a growth cycle with contributions of US$64.5 billion by 2028,
strategically distributed across regions:
- Minas Gerais: US$17.23 billion (30.6% of the total).
- Pará: US$ 15.72 billion (24.4%).
- Bahia: US$9 billion (14%).
- Amazon: US$ 2.82 billion (4.4%).
- Goiás: US$ 2.34 billion (3.6%).
- Ceará: US$ 1.73 billion (2.7%).
Brazil Iron stood out with an investment of US$5 billion in Bahia, generating 55 thousand jobs.
🏥 Infrastructure Works in Health
With a budget of R$218.5 billion for the SUS, the Ministry of Health resumed 1,000 suspended works across the country, totaling R$353 million invested.
⛽Oil and Gas
According to the ANP , investments in Brazil could reach around R$10 billion in 2024, in exploration projects for oil and natural gas exploration and production (E&P) contracts, according to the 2023 Annual Exploration Report.

New Projects for 2025 and Sector Perspectives
2025 emerges as a crucial year for the infrastructure sector in Brazil. Construction entrepreneurs, according to CNI , are optimistic about continued economic growth and the expansion of structural projects.
💡 The Main Investment Highlights
Private Investments: ABDIB projects an investment of R$372.3 billion between 2025 and 2029, marking a growth of 63.4% compared to the previous cycle . More than 500 projects were identified, totaling a CAPEX of more than R$800 billion, focusing on transport, logistics and sanitation. The expectation is that a third of these projects will be underway by 2027.
Auctions: Brazil is expected to hold around 90 infrastructure auctions in 2025, doubling the numbers from 2024, covering highways, railways, ports and sanitation, according to a survey by Exame .
⚡ Energy
Solar Energy: ABSOLAR projects the addition of 13.2 GW in new solar projects, increasing installed capacity to 64.7 GW .
Electric Grid: Enel plans to invest US$4.95 billion by 2027, with US$4.6 billion dedicated to strengthening electrical networks.
🛢️Oil and Gas
Petrobras: The sector giant plans to invest US$111 billion by 2029, prioritizing biofuels and decarbonization projects.
⛏️ Vale Mining and Investments

💧 Sanitation
The sanitation sector will have R$72.4 billion in new contracts , with the structuring of 23 concession projects and PPPs.

The government allocated R$12 billion to modernize hospitals and health units, to enable 2,762 works on health units or vehicles for the public health network in states and municipalities.
